Plot
In November 1971, India and Pakistan are on the brink of war over the liberation of East Pakistan (now Bangladesh). The Indian Navy and RAW decode a secret message from Pakistan to East Pakistan, indicating a possible attack on an Indian naval vessel. The Navy suspects that the target may be INS Vikrant, India's only aircraft carrier. To divert attention from Vikrant, Ghazi torpedoes an Indian merchant ship. The attack is picked up by S21, which rushes to the scene. To temper the aggressive tendencies of Captain Ranvijay Singh, the Navy assigns Lt. Commander Arjun Varma to S21, with orders to ensure that Singh does not confront any Pakistani warships and trigger a war.
At the site of the attack, Arjun rescues a girl child and a woman from the wreckage, who are Bengali refugees. Singh orders S21 to pursue Ghazi, which is detected by its sonar. Ghazi also detects S21 and fires a torpedo at it, which misses. Singh retaliates by firing a torpedo at Ghazi, which also misses. Both submarines engage in a cat-and-mouse game, trying to outsmart each other. Meanwhile, Arjun develops a bond with the woman he rescued, Ananya, who is a doctor and a Bangladeshi freedom fighter.
Ghazi lays mines around S21 to trap it. Singh decides to take a risky maneuver and surface S21 to launch missiles at Ghazi. However, he is stopped by Arjun, who reminds him of his orders to avoid direct confrontation. Singh reluctantly agrees to follow Arjun's plan to use depth charges to detonate the mines and clear a path for S21. The plan works, but Ghazi fires another torpedo at S21, which hits its tail section and damages its propeller. S21 becomes immobile and sinks to the seabed.
Arjun contacts Vikrant for help, but learns that it is under attack by Pakistani bombers. He also learns that Ghazi has changed its course and is heading towards Vishakhapatnam port, where Vikrant is docked. Arjun realizes that Ghazi's mission was not to sink Vikrant in the open sea, but to destroy it in the harbor along with other Indian ships. He decides to stop Ghazi at any cost.
He convinces Singh to join him in a daring mission to board Ghazi and plant explosives on it. They take two divers with them and leave S21 in a mini-submarine. They reach Ghazi and manage to enter it through a hatch. They encounter resistance from the Pakistani crew and engage in a gunfight. Singh kills Commander Razak Khan, the captain of Ghazi, while Arjun plants the explosives on the torpedo room.
They escape from Ghazi and return to their mini-submarine. However, they are attacked by another Pakistani diver, who shoots Singh in the chest. Arjun kills him and tries to save Singh, but he succumbs to his wounds. Arjun activates the explosives remotely and destroys Ghazi along with himself.
The explosion creates a huge shockwave that lifts S21 from the seabed and brings it back to life. The crew of S21 celebrate their victory and mourn their fallen comrades. The film ends with a voice-over from Bachchan or Chiranjeevi (depending on the version), stating that India won the war and liberated Bangladesh from Pakistan's tyranny.
