Qualified vehicles are available to be viewed and purchased by members of the public for a period of ten (10) days from the date of qualification into the program. Trade-In Offers - This is the more common type of buy-back program. The dealership offers to buy a used car and gives the owner incentives for a new vehicle. Those incentives can include special financing, rebates, discounted pricing, etc.


Dealers will source inventory from their service customers and make an offer on their current vehicles. There are a lot of software programs dealerships can integrate into their strategy to show who is a "hot lead", which can help increase service department sales. The software looks at the value of the car based on mileage and service history. And it identifies vehicles that fit into your desired inventory mix.


Every dealer buy-back program needs to have the terms and conditions spelled out. Every possible pitfall and challenge needs to be thought through. This way the buy-back offer moves the needle in the right direction.

Now accepting eligible 1998 and older vehicles! Get paid $1,200 to turn in your working older car or small truck for scrapping. This program reduces air pollution in the Bay Area by taking older vehicles off the road.


The Vehicle Buy Back Program is a voluntary program that takes older, high-polluting vehicles off the road that would otherwise likely remain in operation. Eligible vehicles 1998 or older will be purchased and scrapped by approved Air District dismantlers, Environmental Engineering Studies and Pick-n-Pull. If your vehicle meets all program requirements, the dismantler will buy and scrap your vehicle and provide you with a $1,200 check.


The Air District maintains a Vehicle Inventory(61 Kb PDF, 4 pgs, posted 3/30/2023) for classic car collectors or others interested in purchasing 1998 and older vehicles or their parts that are intended for scrapping under this program. In accordance with Title 13, CCR, Chapter 13, Article 1, Section 2605, vehicles submitted to the program will be listed and available for interested parties to purchase from the dismantler for a minimum of 10 days. You may also call one of the Vehicle Dismantlers for an inventory of vehicles available for purchase.

The VAVR program, also known as a car scrappage or old vehicle buy back program, provides monetary or other incentives to vehicle owners to voluntarily retire their older, more polluting vehicle. A primary goal of the VAVR program is to encourage a more timely removal of older, more polluting vehicles from California roadways to be replaced with newer, cleaner vehicles or alternative transportation options. Smog Check Required - You may obtain a smog check at any time. You do not need to wait for your vehicle's registration renewal period. Buy a used (pre-owned) battery electric vehicle (BEV) and you may be eligible for a cash rebate of up to $3,000. This rebate only applies to used all-electric vehicles with a purchase price below $32,000.


The Antelope Valley Old Car Buy Back and Scrap Program will pay $1,000 for a qualified operating and registered 1999 or older vehicle. The Old Car Buy Back and Scrap Program is sponsored by the Antelope Valley Air Quality Management District. This Voluntary Accelerated Vehicle Retirement (VAVR) Program is not operated by the State of California. Your participation is entirely voluntary. Incentives will be awarded on a first-come, first-served basis until the available funds are exhausted. The vehicle must be a 1999 or older passenger car or a light duty pickup truck that includes, but is not limited to, a pick-up truck, sports utility vehicle (SUV), or van up to 10,000 pounds gross vehicular weight rating. The Bay Area Air Quality Management District provides incentives of up to $9,500 for low-income Bay Area residents to retire their qualified operating and registered 1996 or older vehicle and replace it with a hybrid, plug-in hybrid, Battery-Electric, or to get a Clipper Card for public transit. Applicants must have an annual household income less than or equal to 400 percent of the federal poverty level to be eligible.
